Dale "Tippy" Peirce is the advisor to the pressident. He was personally requested by President Kaufman, due to the fact that Lloyd finds his voice soothing and his flatulence comforting! It's unlikly Tippy even has an understanding of what a sense of humor is as he is one of the few in office that take the job seriously!
